Just use a small pair of scissors to carefully trim the hair located next to the eyes. If your dog has tear stains due to blocked tear ducts, you can insist on eye drops to help flush out the tear ducts. Common eye washes are effective. When applying the medication, use a face swab dipped in the eye wash and wipe the red discharge around the eye.
